WhatsApp Cloud API pricing has two cost layers. Most guides only explain one -- and most of them are still describing the old per-conversation model that Meta replaced on July 1, 2025. Here is the full cost breakdown under the current per-message model.
The Big Change: Per-Conversation → Per-Message (July 2025)
On July 1, 2025, Meta replaced the 24-hour conversation window pricing with per-message billing. This is the biggest WhatsApp pricing change since the API launched.
Before July 2025: You paid one fee for a 24-hour conversation window. Every message exchanged within that window was included. Unlimited messages, one charge.
After July 2025: Each template message is billed individually. Service replies (free-form messages within the 24-hour window after a customer messages you) remain free.
What this means in practice:
- Businesses that sent many messages per conversation window saw costs increase.
- Businesses that sent few messages per window saw costs decrease.
- Inbound-heavy businesses are largely unaffected -- service replies were and remain free.
The Two Cost Layers of WhatsApp Business API
People see "WhatsApp Business API" and assume it is one product with one price. It is not.
Cost layer 1: Meta's per-message fees. Meta charges for each template message delivered. You pay Meta directly or through your BSP.
Cost layer 2: Platform or BSP fee. WhatsApp provides the API. To actually use it -- to have an inbox, send messages, build automations -- you need a third-party platform. That platform charges its own fee, sometimes with a per-message markup on top of Meta's rates.
Total cost = Meta per-message fees + Platform fee + any BSP per-message markup. Most pricing pages only show you one of these.
Meta's Per-Message Rates in 2026
Under the current model, Meta bills each outbound template message individually. Rates vary by message type and recipient country.

- Service (free-form replies): Within the 24-hour window after a customer messages you. Free -- no per-message charge.
- Marketing: Promotional templates, offers, re-engagement campaigns. Highest cost.
- Utility: Transactional templates -- order confirmations, shipping updates, appointment reminders. About $0.0034/message in the US.
- Authentication: OTPs and verification codes. Cheapest paid category.

Note: Rates vary significantly by recipient country. India, Brazil, and Mexico have lower per-message rates. Western Europe has comparable or slightly higher rates. Check Meta's official rate card for your specific markets.
What Remains Free
- Service replies within the 24-hour window: Every customer message resets the window. Reply within it and you pay nothing.
- Click-to-WhatsApp ads: The free window extends to 72 hours when a customer reaches you via a click-to-WhatsApp ad or Facebook Page CTA.
- Utility templates within the service window: Free if sent inside the active window.
BSP and Platform Markups: The Hidden Third Layer
Beyond Meta's per-message fees, your BSP or platform may add its own charges. This is where costs diverge wildly:
- Meta Cloud API (direct): No platform fee. You pay Meta's per-message rates only. But you need to build your own inbox, automation, and team tooling.
- Instant Reply: Flat monthly fee ($59-129/month). No per-message markup on top of Meta's rates. Includes WhatsApp, Instagram, and Messenger.
- Respond.io: $79-249/month. No per-message markup. Multi-channel but per-user pricing at higher tiers.
- WATI: $49-299/month. Adds 20% surcharge on every message on top of Meta's rates.

How to Reduce Your WhatsApp API Costs
Maximize the free service window. Every inbound message opens a 24-hour free reply window. Train your team to complete conversations within that window. Do not let windows expire and reopen as paid marketing messages.
Use click-to-WhatsApp ads. When a customer clicks a click-to-WhatsApp ad, the free window extends to 72 hours. This is the cheapest way to start conversations at scale.
Use utility templates instead of marketing. Order confirmations and appointment reminders qualify as utility messages (~$0.0034/message in the US), which are cheaper than marketing templates. Always use the correct template category.
Pick a BSP with no per-message markup. WATI adds 20% to every message. Twilio adds $0.005. Instant Reply and Respond.io charge no per-message markup on top of Meta's rates. At scale, the markup difference can exceed the platform fee itself.
Pick a flat-rate platform. Some platforms charge per-user on top of Meta fees. A flat-rate platform like Instant Reply does not add variable fees to your Meta costs.
