How WhatsApp API pricing actually works
Per message, not per conversation. WhatsApp Business Platform charges when a message is delivered. The amount depends on the recipient market and whether the message is marketing, utility, authentication, or service.
Service messages currently have no Meta fee. Through September 30, 2026, replies sent as service messages inside the 24-hour customer service window have no Meta charge. Provider fees can still apply.
Utility replies can currently avoid Meta fees. Through September 30, utility templates sent inside an open service window have no Meta charge. Business-initiated utility templates outside it use the rate-card amount.
Marketing is usually the highest paid category. Promotional templates, offers, newsletters, abandoned-cart campaigns, and retargeting messages usually cost more than transactional messages.
Twilio adds a usage fee. Twilio Programmable Messaging charges $0.005 per inbound or outbound WhatsApp message on top of applicable Meta fees. Other providers use different monthly, per-message, setup, inbox, or automation fees.
