Per conversation, not per message. Once a chat opens — whether you or the customer initiated it — you can exchange unlimited messages for 24 hours at the cost of one conversation. This makes WhatsApp economical for back-and-forth support and sales conversations.
Marketing is 5–20× more expensive than service. Meta prices outbound promotional messages highest because they compete with email marketing and SMS campaigns. Service replies (when customers contact you first) are cheapest — and the first 1,000 per month are free.
Country rates apply to the recipient, not the sender. Messaging a German number from the US costs German rates. India is the cheapest market ($0.011/marketing conversation). The Netherlands is among the most expensive ($0.17).
Your BSP fee is usually the bigger variable. Most businesses pay more to their Business Solution Provider than to Meta directly. Compare BSP pricing carefully — some charge per conversation, others charge flat monthly rates that work out cheaper at scale.
Authentication moved to its own category in 2024. OTPs and login codes are now separately priced — no longer lumped with utility. If you use WhatsApp for 2FA, budget this as its own line item.
